Current targets 2009–10
Our ministerial targets continue to be framed in three core areas, building on the measures already in place.
Service delivery
Customer satisfaction: target 82%. We aim to sustain this level.
This is measured through the weighted average of customer response to post-contract surveys. These responses cover seven aspects of service quality. We expect to embed the current "Delivery of R&D milestones" metric within this measure.
Science quality indicators: target 75%. We aim to sustain this level.
This is measured through indicators grouped around research, wider dissemination and use of our science, and scientific capability. Measures include customer surveys, numbers of peer-reviewed scientific papers and investment in new science.
Value for public money
Recover the full cost of our services: target to break even.
This is measured through external audit. It requires us to demonstrate financial sustainability through sound operational financial management and appropriate investment in our future, including delivery of actions to support the our strategy.
Effectiveness gains: target is savings of £1.5 million per year by 2011-12 through £0.5 million incremental improvements over three years.
These gains are generated through a combination of non-Defra income growth, improvements in project effectiveness and reduced overhead costs.
Capacity and capability
Staff satisfaction: target 65%. We aim to sustain this level.
This is measured by an annual questionnaire to staff, using a weighted scale for the eight survey categories.
Sustainable development: detailed measure to be developed, but it is likely to cover health and safety elements and the delivery of our Sustainable Development Action Plan.
