The Decision Making and Funding Process

Today the Premiam group of partners are publishing a draft document aimed at bringing improved clarity regarding the critical decision making and funding issues involved in the set-up and management of a post spill monitoring and impact assessment programme.

The short document , which has been developed in meetings/workshops with the relevant Premiam partner organisations, introduces a number of key principles that will help to ensure that monitoring activities are fully co-ordinated and through which the results can be clearly communicated. It also introduces the concept of a PMCC (Premiam Monitoring Coordination Cell) to facilitate the necessary conduct and integration of a range of monitoring activities and organisations - which can be very complex during large incidents. It is recognised that, although core principles can be promoted, the exact organisational and funding processes may differ across the countries of the UK. Therefore the version published today is the agreed draft for England only. Versions for Scotland, Wales and Northern Ireland are in an advanced state of development and will be published alongside the English version in due course.
