Removal of substances from PLONOR List

At the OSPAR Offshore Industry Committee (OIC) 2024 meeting, Contracting Parties agreed that Calcium bromide (CAS 7789-41-5), Sodium bromide (CAS 7647-15-6), Aluminium sulphate (10043-01-3), Basic Aluminium chloride (CAS 1327-41-9) and Aluminium chloride (7446-70-0), due to reprotoxic and genotoxic properties, should be removed from the OSPAR PLONOR list on 1st January 2025. There is also an update to the “carbon” entry to reduce ambiguity.
The registration requirements under the OSPAR HMCS approach means that HOCNF submissions must now be supported by test data for these substances.
As an alternative to testing, suppliers are reminded that if good quality literature data are available, these can be used for registration purposes for Calcium Bromide, Sodium Bromide, Aluminium Sulphate, Basic Aluminium Chloride and Aluminium Chloride. As always, suppliers should retain copies of the relevant literature and/or reports so that they can be provided to Cefas if requested.

Chemical suppliers must provide data for their affected products by 31st December 2024. All updated HOCNFs and SDSs must be sent to ocns.chems@cefas.gov.uk by the deadline.
Please note that if a product contains any of the substances on this list and are considered “all dilutions” then this phrase can no longer be used in the product name and a new product would need to be registered with a set composition (no ranges) for OCNS registration purposes. We advise that the highest concentrations are used in these cases where a range was previously provided to Cefas. Again, the new HOCNF and SDS are to be sent to ocns.chems@cefas.gov.uk by 31st December 2024.
If data has already been provided for affected products along with the HOCNF and SDS please provide a list of products that have been actioned already so that we can cross check our system to ensure a product template is sent out on time. Those products benefitting from Letter of Access should state this on their HOCNF.
Please note that failure to provide updated HOCNF and SDS before the deadline will result in the current templates being re-issued with an end date of 31st December 2024.
